The bishops of many dioceses, including the Diocese of Fargo, have temporarily eliminated the Sign of Peace or made it optional due to concerns about H1N1 flu. That may be what you are seeing. If your priest has never given an opportunity for the Sign of Peace, that would be against the rubrics (meaning he shouldn’t do it) but it would not to my understanding invalidate the Mass.
